ON PROBLEMS OF ANTROPOGENIC POLLUTION OF URBAN ARCTIC TERRITORIES SPEAKED AT THE MEETING OF THE PUBLIC COUNCIL AT THE MINISTRY OF NATURAL RESOURSES OF THE MURMANSK REGION

Ph.D. Anatoly Shavykin from MMBI Environmental Engineering lab attended a regular meeting of the Public Council under the Ministry of Natural Resources of the Murmansk Region on 04.18.2019. Offsite-Session took place at the MSW landfill - Ecotechnological Park of Waste Management JSC. Anatoly Shavykin said that today the initial estimate of the 2013 concession agreement (1.25 billion rubles) will be exceeded (1.8 billion rubles). Waste Management JSC is a regional operator of the entire Murmansk region responsible for the entire chain of waste handling - collection into containers, landfilling, sorting, recycling and disposal. At the moment, the final element of the chain, a polygon, is fully functioning. There are problems with collection of garbage and its removal. Thus, the regional operator is ready to fully assume the net around container sites, but population pays money to management companies that do not want to give this income, although they do not pay much attention or do not monitor the cleanliness of containers. The design of containers is not optimized: having the best “containers” to some extent (bags recessed into the ground for 2–3 m), the regional operator has to install mobile containers, since the tender for this region was won by the carrier, which does not have appropriate vehicles for unloading “bag” containers. At present, JSC "Waste Management" working at a loss. It is not clear how the issue with closed landfills in the area of the settlement Drovyanoe will be resolved; how to solve the issue with the installation of containers, contents of which should be inaccessible to seabirds; when will the collection and disposal of MSW begin in the southern part of the Murmansk region; Sorted waste (glass, plastic, metal, aluminum, paper ...) could be sold and made a profit, but it could be carried at a loss and this issue has not been resolved yet. There are still a lot of problems. In general, the representative of MMBI had a good impression of the enthusiasm and optimism of Waste Management JSC management, their approach to many problems was discussed, which instill confidence that the problem with MSW in the Kola Arctic will be gradually solved.
